Burma liveaboard starting in Ranong
Liveaboard to the Mergui Archipelago starting and finishing in Ranong, Thailand
Most liveaboards to Burma start and finish in Khao Lak, then cruise up to Ranong where you exit Thailand and enter Myanmar at Kawthaung. Now it is possible and practical to join a Burma liveaboard in Ranong. Nok Air now was three flights per day from Bangkok to Ranong. Ranong is a pleasant provincial town, very green and slow paced, there are a plenty of hotels and guesthouses.
Deep Andaman Queen runs 8 day 7 night trips from Khao Lak and dives two days in Thailand on the way to Ranong. But you can join in Ranong and do a 5 day 4 night trip diving only in the Mergui Archipelago. Deep Andaman Queen is a pretty luxurious boat, completely refitted in 2019.

A cheaper alternative is the Dolphin Queen which has 7 days 6 nights tours also starting from Khao Lak. Again, you can choose to start in Ranong. Or if you are already in Myanmar you can join the trip in Myanmar. Please note that the price is the same wherever you join. Also, if you join in Myanmar you will still have to pay the port and park fees of US$230, this is not the same as the visa.
